Feel what we wish and say what we feel

The rare good fortune of an age  in which we may feel what we wish and say what we feel” David Hume (Wikisource)

Now: is that so? Can we ever “feel what we wish”? Can we “wish what we feel”? Or does feeling tell us what to wish? Is there someone behind the scenes, the director, the Alfred Hitchcock, who sometimes will appear in his movie as an insignificant passerby but is the one in whose hands all threads unite?
